RITE OF ELEVATION AND INSTALLATION
OF CARDINALS
OF THE UNITED ROMAN-RUTHENIAN CHURCH


I. PRIVATE CONSISTORY
During which the Red Biretta is bestowed. This is held at a suitable location; all present in choir dress, i.e., mozzetta or mantelletta or other garment according to rank. It may be conducted by the Supreme Pontiff or a delegate.

Opening
The Roman-Ruthenian Pope or his appointed delegate, seated, addresses those present.

Ad honorem omnipotentis Dei, Sanctorum Apostolorum
Petri, Andreae, Stephani, et Marci, et sanctae Romanae Ruthenicae Ecclesiae, creamus et solemniter declaramus Sanctae Romanae Ruthenicae Ecclesiae Cardinales hos viros, videlicet:

(Here the names are read aloud, one by one.)

N. (forenames) Episcopum (or Presbyterum / Diaconum / Clericum) N. (family name and any titles of nobility as applicable)

(After all names have been proclaimed, the presiding official continues.)

Quos omnes auctoritate omnipotentis Dei, beatorum Apostolorum Petri, Andreae, Stephani, et Marci, ac Nostra, in Cardinalium Collegium adscribimus, cum omnibus honoribus, iuribus et privilegiis quae eisdem de iure competunt.

Cardinalatial Oath
Each new Cardinal comes forward, kneels with his hands on the Holy Gospel, and takes the oath, which he has also previously signed.

Imposition of the Biretta
Each candidate approaches individually, kneels before the Supreme Pontiff or presiding official. The red biretta is then placed upon the head of the candidate.

If the Supreme Pontiff presides, then the following is said:
Accipe birettum rubrum, signum dignitatis Cardinalatus, per quod designatur quod usque ad sanguinis effusionem pro incremento fidei christianae, pace et tranquillitate populi Dei, et statu sanctae Romanae Ruthenicae Ecclesiae te intrepidum exhibere debeas.
(Translation: Receive the red biretta, a sign of the dignity of the Cardinalate, by which it is signified that thou must show thyself fearless even unto the shedding of blood for the increase of the Christian faith, for the peace and tranquility of the people of God, and for the stability of Holy Roman-Ruthenian Church.)

If a Delegate presides, then the following is said:
Accipe birettum rubrum, ex mandato Sanctissimi Domini nostri Papae N., signum dignitatis Cardinalatus, per quod designatur quod usque ad sanguinis effusionem pro incremento fidei christianae, pace et tranquillitate populi Dei, et statu sanctae Romanae Ruthenicae Ecclesiae te intrepidum exhibere debeas.
(Translation: Receive the red biretta, by mandate of our Most Holy Father Pope N., a sign of the dignity of the Cardinalate, by which it is signified that thou must show thyself fearless even unto the shedding of blood for the increase of the Christian faith, for the peace and tranquility of the people of God, and for the stability of Holy Roman-Ruthenian Church.)

The candidate then renders obediance and withdraws.


Closing

The presiding official imparts his blessing and dismisses the consistory.

II. PUBLIC CONSISTORY
Solemn Creation of Cardinals & Imposition of the Galero

To be held in a suitable location. It may be presided only by the Supreme Pontiff. The Pontiff wears full pontifical dress. The candidates wear cappa magna of their order. Other prelates present wear choir dress and, if so entitled, the cappa magna.

Entrance

The Supreme Pontiff and other officials enter in solemn procession as usual.

Formal Creation of Cardinals

The Supreme Pontiff pronounces the decree of creation:

Ad honorem omnipotentis Dei, Sanctorum Apostolorum
Petri, Andreae, Stephani, et Marci, et sanctae Romanae Ruthenicae Ecclesiae, creamus et solemniter declaramus Sanctae Romanae Ruthenicae Ecclesiae Cardinales hos viros, videlicet:

N. Episcopum (or Presbyterum / Diaconum / Clericum) N.

(After all names have been proclaimed, the Pontiff continues.)

Quos omnes auctoritate omnipotentis Dei, beatorum Apostolorum 
Petri, Andreae, Stephani, et Marci, ac Nostra, in Cardinalium Collegium adscribimus, cum omnibus honoribus, iuribus et privilegiis quae eisdem de iure competunt.

Imposition of the Galero
Each new Cardinal approaches, kneels before the Supreme Pontiff. The Pope places the red galero upon the shoulders (or causes it to be held above the head), saying:

Accipe galeri rubri insigne, per quod significatur quod usque ad sanguinis effusionem pro fide Christi, et pace et quiete populi christiani, ac libertate et incremento sanctae Romanae Rutheniae Ecclesiae, fortiter agere debeas.
(Translation: Receive the insignia of the red galero, by which it is signified that thou must act with fortitude even unto the shedding of blood for the faith of Christ, the peace and quiet of the Christian people, and the freedom and growth of Holy Roman-Ruthenian Church.)

Note: The galero may later be suspended over the Cardinal’s tomb at death.

Granting of the Ring (optional)
If a ring is to be imposed, then the following formula is used:
Accipe annulum, signum fidei, quo sponsam Dei, sanctam videlicet Ecclesiam, integre custodias.

III. CONSIGNATION OF THE TITLE OR DEACONRY

The public consistory continuing, the Supreme Pontiff assigns each Cardinal his titular church or See. (Note: This may be conducted at a later ceremony.)


For Cardinals through the rank of Cardinal Priest:
Assignamus tibi titulum (or diaconiam or sub-
diaconiam) (sancti) N., ut ex hoc ipso cleri Sanctae Apostolicae Sedis Romani-Ruthenici particeps efficiaris.
(Translation: We assign to thee the title (or deaconry) of Saint N., that by this very act thou mayest become a participant in the clergy of the Holy Apostolic See of Rome-Ruthenia.)

For Cardinal Bishops:
Assignamus tibi ecclesiam suburbicariam N., cum omnibus iuribus et pertinentiis suis.
(Translation: We assign to thee the title (or deaconry) of Saint N., with all the rights thereunto appertaining.)

IV. CONCLUSION

Next the new Cardinals give obedience to the Supreme Pontiff and usual. Following that, the Supreme Pontiff gives the exhortation:

Vos igitur, dilecti filii, hortamur et monemus ut in fide catholica constanter perseveretis, et sanctae RomanaeRuthenicae Ecclesiae utilitati fideliter inserviatis.

Then the Pope imparts the Apostolic Blessing.

V. TE DEUM

The Te Deum may optionally be sung after the public creation. If this rite is used, then the newly created Cardinals lie prostrate on the pavement, fully extended, wearing the cappa magna, before the Supreme Pontiff, who himself kneels.
